Imposes new statutory duties on those responsible for qualifying premises and events to take steps to reduce vulnerability to and the impact of terrorist attacks.

- Standard tier: 200 to 799 capacity (lower duties)
- Enhanced tier: 800+ capacity (additional duties including documented terrorism evaluation)
- Designated person responsible for compliance
- Inspectorate with enforcement powers
